Taiwan Government Scholarships Now Accepting Applications

Los Angeles, January 31, 2009 - The Cultural Division of the Taipei Economic and Cultural Office (TECO) in Los Angeles is pleased to announce the Taiwan Scholarship and Ministry of Education Huayu Enrichment Scholarship for the year 2009. These two scholarship programs will allow 6 U.S. students to pursue a Bachelor’s, Master’s or Doctoral Degree in the field of their choice, and 8 U.S. students to enhance their Chinese language ability for up to 12 months at an university-affiliated language center in Taiwan starting from September 2009. A brief introduction for each scholarship program is stated as follows:

The Taiwan Scholarship Program is designated to support foreign students in pursuing either undergraduate or graduate studies in Taiwan. The award period for each study program varies as follows:
1. Undergraduate program: maximum 4 years, monthly stipend NT$25,000
2. Master’s program: maximum 2 years, monthly stipend NT$30,000
3. Doctoral program: maximum 3 years, monthly stipend NT$30,000
4. Successful scholarship candidates may be awarded an additional pre-degree Mandarin Language Enrichment Program (LEP) Scholarship for up to 12 months with a monthly stipend of NT$25,000.

Those students interested in studying abroad in Taiwan may choose to pursue their degree with English as the primary language of instruction or in Chinese. There are many degree programs taught in English in Taiwan. Such programs include but are not limited to the following:

● International MBA, Electronic Engineering at National Taiwan University;
● IMBA, China Studies, and Taiwan Studies at National Chengchi University;
● Int’l Health, Biomedical Informatics at National Yang-Ming University;
● Tropical Agriculture at National Pingtun University of Science Technology
● Teaching Chinese as a Second Language at National Taiwan Normal University.

To encourage international students and individuals to undertake Mandarin Chinese language study in Taiwan, the Ministry of Education established the Huayu Enrichment Scholarship (HES) Program in 2005, providing an excellent opportunity for international students to enhance their language skills and to gain new cultural experiences by being immersed in a Chinese-speaking environment. Recipients will be granted scholarship for award periods of 12, 9, 6, or 3 months.

Please be advised that Overseas Chinese students are not eligible to apply for the Taiwan Scholarship and HES Programs. They should contact the Overseas Chinese Affairs Commission (http://www.ocac.gov.tw) in order to apply for Overseas Chinese Student Scholarships.

In the year 2009, 6 Taiwan Scholarships and 8 Huayu Enrichment Scholarships will be exclusively offered to US students in the Southwest, including Southern California, Arizona, New Mexico, Hawaii and Guam. All required application materials must be submitted to our office before March 31, 2009.

I. Purpose

In 2004, four government agencies of the Republic of China (Taiwan) --- Ministry of Education (MOE), Ministry of Foreign Affairs (MOFA), Ministry of Economic Affairs (MOEA), and National Science Council of the Executive Yuan (NSC) ---jointly established the Taiwan Scholarship Program to encourage outstanding international students to undertake degree programs in Taiwan. While providing study opportunities for a wide range of disciplines, at Taiwan's universities and colleges, this program also aims to:

  1. Promote knowledge, understanding and friendship between people in Taiwan and in countries around the world.
  2. Provide opportunities to increase academic and educational links with international institutions of higher learning.
  3. Develop outstanding professionals and experts to meet the needs of the global society.

II. Funding Government Agencies of Taiwan Scholarships and their focuses

There are four government agencies that fund this program, each with a different focus in terms of recipients' nationalities and study programs:

  1. MOFA Scholarship:
    • Recipients from countries that have diplomatic relations with the R.O.C. (Taiwan) or countries specified as diplomatically favorable by MOFA.
    • Undergraduate and/or postgraduate degree programs. Embassies of the R.O.C. can also award a pre-degree Mandarin Language Enrichment Program (LEP) scholarship to recipients to improve their language abilities.
  2. MOE Scholarship:
    • Recipients from countries other than those specified in the MOFA Scholarship.
    • Undergraduate and/or postgraduate programs. R.O.C.'s overseas offices can also designate a pre-degree Mandarin Language Enrichment Program (LEP) to recipients to improve their language abilities.
  3. NSC Scholarship:
    • Recipients from countries other than those specified in the MOFA Scholarship.
    • Postgraduate programs only.
  4. MOEA Scholarship:
    • Recipients from countries other than those specified in the MOFA Scholarship.
    • Postgraduate programs in the areas involving science and technology (such as physics, chemistry, mathematics, engineering, medicine and agriculture science, to name a few)

III. Amount of Scholarships

The amount of each scholarship varies in accordance with the funding government agency's policy:

  1. MOFA Scholarship: One economy-class, direct-route roundtrip international airfare, plus a monthly stipend of NT$30,000 (approximately US$882).
  2. MOE Scholarship: A monthly stipend of NT$25,000 (approximately US$735) for undergraduate or LEP study, and NT$30,000 for a postgraduate degree program.
  3. NSC Scholarship: A monthly stipend of NT$30, 000.
  4. MOEA Scholarship: A monthly stipend of NT$30, 000.

Recipients are responsible for their own expenses.

IV. Duration of Award

Award period in terms of study programs
The award period for each degree/study program is as follows:

  1. Undergraduate program: maximum 4 years.
  2. Master's program: maximum 2 years.
  3. Doctoral program: maximum 3 years.
  4. LEP: maximum 1 year.

Maximum duration of combination of awards

Upon completion of a LEP or a degree program, a recipient may apply for a scholarship for a degree program leading to a higher degree. However, the total duration of award for any combination of degree/study programs is a maximum of five years.

LEP award

The LEP award is neither mandatory nor automatically granted; it has to be awarded by R.O.C. Embassies or Representative Offices where the applicant submitted his/her application. LEP must be undertaken in the first year if it is included in the total award period.

Annual Award Period

Annual award periods are from September 1 through August 31 of the following year. Recipients must matriculate within the award period unless approved by the receiving institution and the scholarship funding government agency. If recipients fail to arrive in Taiwan to study during this period, their award status will be cancelled and cannot be extended for another year.

If recipients begin their study after the intended study term/quarter has started, their award period will become effective from the month they matriculate at their universities/colleges or Mandarin training centers in Taiwan.

Expiration of Award

No matter if a recipient begins undertaking the language training courses in September or later, the LEP award period expires on August 31, even if its duration may be less than the designated one year period.

All awards will end by the last month of their specified award period. However, if recipients graduate, drop out, are expelled from their institutions, violate R.O.C. laws, are given any major demerits, or their scholarships are revoked, whichever comes first, the award will be terminated.

V. Eligibility

An applicant must meet all of the following criteria:

  1. Be a high school graduate or above, have an excellent academic performance in his/her most recent formal educational study experience, be of good moral character and does not have any criminal records.
  2. Is not an R.O.C. (Taiwan) national.
  3. Does not have the status of being an overseas compatriot student.
  4. Has never enrolled at any educational institution in Taiwan for the same level of degree or LEP that he/she intends to matriculate with the aid of a Taiwan scholarship.
  5. Is not an exchange student in accordance with any agreement of cooperation between an international university/college and an educational institute in Taiwan, at the time of receiving a Taiwan Scholarship.
  6. Is not applying for a study program leading to the same level of degree as previously undertaken under the Taiwan Scholarship Program.
  7. Does not have any revocation record regarding the Taiwan Scholarship Program nor from the Ministry of Education Huayu Enrichment Scholarship Program.
  8. Is not a recipient of any other scholarship or subsidy offered by the Taiwan government or at any other educational institutions in Taiwan.

VI. Application and Selection Process

For the application, the applicant must send completed documents to the nearest Taiwan Embassy or Representative Office in his/her home country, unless otherwise specified by a Taiwan's representative office.

For application guidelines and forms, types of scholarship and quotas, as well as information regarding the selection process and outcome announcement, applicants may directly contact the relevant Taiwan Embassy or Representative Office, by the end of January.

Application documents: A complete application must include the following materials:

  1. One copy of the completed application form.
  2. One photocopy of applicant's passport or other nationality certificates.
  3. One photocopy of the highest-level diploma and a complete grade transcript.
    • (Note: These documents must be authenticated by a Taiwan overseas representative office, if issued by international educational institutions.)
  4. Supporting admission application materials (e.g. photocopy of application forms for language training centers or for a degree program at universities/colleges in Taiwan. The exact academic year that applicants would be enrolled as full-time students at these institutions must be clearly specified on these documents).
  5. Additional documents as specified by individual representative offices (e.g. letters of reference).
  6. A photocopy of a certificate of the acceptable levels of English proficiency or Test of Proficiency – Huayu (TOP), depending on the language of instruction in class.
    • (N.B. Only applicants for degree programs need to submit this document.)
  7. Additional documents as specified by individual representative offices.

Selection priority for these scholarships will be given to those who intend to undertake a degree program and have successfully received admission to a university/college.

VII. Re-Applying

Upon completion of a degree program, recipients may re-apply for a Taiwan Scholarship to undertake another degree program, by following the application process as specified above. The maximum duration of each recipient's total award period is 5 years.

(N.B. Upon completion of their LEP study, LEP award recipients may be granted another award period for a degree program through the universities/colleges they will be attending. Required documents include a photocopy of admission to a university/college and of certificates of English proficiency or TOP for their degree studies.)

VIII. Renewal

To review recipients' award qualifications for the next academic year, individual universities/ colleges will conduct an evaluation process regarding the Taiwan Scholarship award status for renewal by February 28 of each year.

Each educational institution may set their own grading criteria for the required passing minimum academic average for each semester, or may employ the current grading criteria, which is 60 out of 100 for undergraduates and 70 for postgraduates.

For recipients in the 3rd year of their doctoral programs, this evaluation should be conducted in accordance with the regulations of their individual institutions, since systems vary from discipline to discipline, in terms of requirements for session credits and scheduling of the writing of their dissertations.

IX. Suspension and Revocation

(I) Suspension

A. Degree Programs:

If a recipient fails to achieve a specified minimum academic average for a semester, his/her stipends will be suspended for one month.

If a recipient fails to achieve a specified minimum academic average for two consecutive semesters, he/she will be permanently disqualified from receiving any Taiwan Scholarship awards, effective from September, of the next academic year.

B. LEP Program:

  1. Attendance Records:
    • Except for a serious illness or accident, if a recipient is absent from his/her required language sessions for 12 hours or more during a single month, his/her stipends will be suspended for one month.
  2. Academic Performance:
    • Beginning from the second study term/quarter in Taiwan, if a recipient's academic average for each study term/quarter is less than 80 out of 100, his/her stipends will be suspended for one month .
  3. TOP Rating:
    • A one-month-stipend suspension will be imposed if a recipient fails to submit to his/her Mandarin training center, a photocopy of a TOP (Test of Proficiency---Huayu) certificate with results rated at the level For Beginners or above, by June 30. Registration fees for this TOP test are the full responsibility of the recipient.
    • However, LEP award recipients who are subsequently granted a Taiwan Scholarship for a degree program can ask for a reimbursement of the suspended one-month stipend as stated above, through the university/college that they attend for the degree programs, if they succeed on the TOP test during the first 18 months of their total award periods.

(II) Revocation

A recipient may be permanently disqualified from receiving a Taiwan scholarship and the remaining stipends will be cancelled, if one of the following situations arises:

A. Degree Programs:

  1. Failure to submit at the time of matriculation for each study term/quarter, an Alien Resident Certificate (ARC) with the reason "Pursuing Studies," by the deadlines as specified by his/her university/college.
  2. Failure during the annual renewal evaluation of his/her Taiwan scholarship.
  3. Failure to submit a photocopy of from acceptable English /TOP proficiency certificate to the university/college, depending on the language of instruction, when transferring to a new program of study.
  4. Dropping out, being expelled from school, violating R.O.C. laws, or being imposed with any major demerits.
  5. Being simultaneously in receipt of another scholarship or subsidy offered by the Taiwan government or educational institutions.

B. LEP Program:

  1. Failure to submit at the time of matriculation for each study term/quarter, an Alien Resident Certificate (ARC) with the reason "Pursuing Studies," by the deadlines as specified by his/her Mandarin training center.
  2. Failure to achieve an average academic score of 80 or above out of 100 for two consecutive terms/quarters of study, beginning from the second term/quarter of his/her study in Taiwan.
  3. Missing a final achievement score for any study term/quarter, with the exception of a serious illness or accident.
  4. Dropping out, being expelled from school, violating R.O.C. laws, or being imposed with any major demerit.
  5. Being simultaneously in receipt of another scholarship or subsidy offered by the Taiwan government or educational institutions.

X. Transfer

After studying for a semester/term/quarter at a university/college or a Mandarin training center, a recipient may be allowed to transfer once during the course of a degree/LEP program if the pertinent educational institutions approve this request.

Degree pursuers asking for a transfer to a new institution or program of study must submit to the new institution a photocopy of their English proficiency/TOP certificates, depending on the language of instruction in class.

XI. Scholarship Granting

In principle, stipends are granted by the 5th day of each month, through the universities/colleges or Mandarin training centers which the recipients attend, and following methods specified by the individual institutions.

Health Insurance

It is mandatory that recipients, who carry an award period for a period of six months or more, participate in Taiwan's National Health Insurance Plan and purchase policies for Student Accident Insurance during the period of their residence and study in Taiwan. The recipients' educational institutions will deduct fees for these insurance plans from the recipients' stipends, before processing and distributing funds to them.

As a requirement for matriculation, at their intended educational institutions, recipients must prepare medical/health insurance policies before their departure to Taiwan, and these documents must be valid for a minimum of 4 months, beginning from the date of their arrival in Taiwan. These policies must bear the authentication of a Taiwan Embassy or overseas Representative Office.

Foreign students will not have to pay high "foreign out of country tuition fees", as required by many other international universities and colleges.

The Educational System


The present education structure supports 22 years of formal study. Completion times are flexible, depending upon the needs of the students. Normally, the entire process requires 2 years of preschool education, 6 years of primary school, 3 years of junior high, 3 years of senior high school, 4-7 years of college or university, 1-4 years of a graduate school program, and 2-7 years of a doctoral degree program.

Compulsory Education

The MOE implemented a ten-year trial compulsory education program nationwide. That program was designed to integrate junior high school and senior vocational school curricula. Now, junior high school students, who are interested in beginning a program in vocational training, could do so during the last year of their junior high school for two years.

Senior High and Senior Vocational Education

There are two types of institutions for students above the junior high school level. They are senior high and senior vocational schools, both take three years to complete. Senior vocational schools offer courses in areas such as agriculture, industry, business, maritime studies, marine products, medicine, nursing, home economics, drama and art.

Junior College Education

Junior colleges fall into two categories, five-year junior college and two-year junior college, each having a different set of admission requirements. Five-year junior colleges admit junior high school graduates, and offer five-year courses of study. Two-year junior colleges admit senior vocational high school graduates and offer two-year courses of study.

Normal Education and Training Programs

In Taiwan, the teacher training programs are available at the higher education level and they usually last four years. Those programs fall into two categories: (1) Programs for training teachers of secondary education; and (2) Programs for training teachers of primary and kindergarten education. The former are primarily offered by normal universities while the latter are chiefly offered by normal colleges.

University Education

University undergraduate programs require four years of study; however, students who are unable to fulfill their requirements within the designated time, may be granted extensions, up to two years. Specialized undergraduate programs such as dentistry or medicine require six to seven years, including an internship period of one year.

Graduate Education

Graduate programs leading to a master or doctoral degree requires one to four years and two to seven years, respectively. But students who enter the graduate school as part of on-job training can be granted an extension, if they fail to finish the required courses or to complete their thesis/dissertation on time.

Special Education

Only designated schools are allowed to admit students who are mentally or physically challenged. Special education in preschool and primary school requires at least six years, in junior high school, three years, and in senior high and senior vocational school, three years. Special classes are offered by regular education institutions, including primary, junior, and senior high schools.

Supplementary and Continuing Education

Supplementary and continuing education provides citizens with an alternative way to achieve their educational goals. Based on the curriculum provided, it is classified into three main categories: basic education, advanced study and short-term supplementary education. The study periods vary according to their curriculum design.

The school is located on the magnificent campus of the University of California, Los Angeles (UCLA). Covering 166 hectares and situated only 20 minutes from the Santa Monica beaches, it is served well by public transport and easily accessible (around 30 minutes) from Los Angeles airport (LAX). The language school building has 13 classrooms and students will be able to make use out of the libraries and numerous sports facilities on campus. The campus is equipped with several sports centres, open-air swimming pools, tennis courts and basketball courts. Perfect for letting off steam after classes and for practising your English with American students.

Nevertheless, the student will need to get an electronic travel authorisation to be completed on the Internet a minimum of one week prior to the departure. Please do not hesitate to contact us for further information.

Free time is also planned for and you will be able to choose to study or to relax by taking advantage of the university's sports facilities such as the swimming pool, the gym, the basketball or racquetball courts. All of the sports and cultural activities are organised and supervised by the school's activities coordinators and will give you the opportunity to practise what you will have learned during the morning classes, whilst discovering the numerous attractions the West Coast has to offer.

Mexico Study Abroad Scholarships

Study Language, Mayan Ruins, Business and the Environment

Mexico continues to have one of the most colorful histories of any country. The country is sought out for its stunning landscapes – from mountain rainforest to stunning beaches. It has been home to the world’s oldest known civilizations. For American students studying in Mexico is as popular as it is accessible. Students may go for language and culture or for archaeology, art and history.

Increasing numbers of students are also studying in Mexico in areas of global and international business. One hot location is Guanajuato, a large hub for new Mexican business and industry, where students may be engaged in an interdisciplinary curriculum.

Scholarship Programs for U.S. Students

The University of Iowa offers the Scholarships for CIC Summer Studies Programs for students who wish to travel to Mexico, Quebec or the Dominican Republic. Qualified applicants must have outstanding academic records and be able to demonstrate a financial need for the monetary resources. Award amounts are based on available funding and the needs of the student(s).

The Travel Studies Program at UCLA offers students scholarships to study abroad in a Global Studies program in Mexico. The purpose of the summer program is to introduce students to an economy that has endured sweeping changes in the last decade or so, which have been met with some resistance and offered challenges to the affected population. Scholarships for the Mexico program are available to student participants with outstanding academic records.

The International Studies Abroad organization specializes in helping students find and fund a wealth of abroad study programs. In essence, ISA is the middleman between college and student and the host institution abroad. Students interested in studying in Mexico may be qualified to benefit from the ISA programs, including scholarships, if ISA is affiliated with the student’s home college or university. The Carlos Castañeda Memorial Scholarships are available to students with an above average academic record as well as significant financial need. Awards are $1,000 toward summer tuition or $2500 for a year of study in Mexico. Applicants must also meet Spanish language proficiencies.

You can always find scholarships to study in Mexico through Sigma Delta Pi, the fraternal organization devoted to Spanish students. While scholarship details change each academic year, there are always a bunch of scholarships that make it possible for accomplished Spanish language students to study in various Spanish American countries, which includes Mexico. Students have the opportunity to work on their language studies, but also have the chance to become immersed in a rich and vibrant culture.

Fulbright Scholarships are broadly awarded to students engaged in special projects abroad, but a special Fulbright is available to Business students who are interested in “post-NAFTA Mexico.” Fulbright Scholarships may cover partial or full-tuitions, or travel and expenses depending on the project, student’s academic record and financial need for the funds. The Fulbright Binational Business Award also makes it possible for graduate level business students to engage in an internship with a Mexican company.

Scholarship Programs for U.S. and Mexican Students

The University of Texas-Dallas Center for U.S.-Mexico Studies is much more than a travel studies program. The Center regularly hosts Mexican scholars and noted authorities for discourse exchange designed to affect deeper understanding between American and Mexican cultures. The Center continues a lucrative exchange program with the Mexican Council for Science and Technology that allows for academically accomplished Mexican doctoral level students in the tech arena to apply for scholarships to study at UTD. The Center also provides undergraduate American UTD students with a chance to study in popular Guanajuato, Mexico. Scholarships are awarded to qualified students through the Travel Abroad Program. Applicants must have faculty letters of recommendation. Criteria include academic excellence and financial need. The UTD program is designed to place students in Mexican homes and engage them in historical, social, economic and cultural studies for the duration of their stay.

MUSAC Consortium Study Abroad Scholarships - the University of Westminster is a member of the MUSAC Consortium and offers the following scholarships:

Through the Student Development Department, you may participate in your choice of more than 200 student groups available on the Monterrey Campus such as:

    TECNOLÓGICO DE MONTERREY´S EDUCATIONAL SYSTEM

    There are many options available to you at Tecnològico de Monterrey. In addition to classes designed especially for you as an International Student, you may register for any number of regular classes that are attended by our degree-seeking students. If you wish to do so, your proficiency in Spanish must meet the required skill levels. Or, you may register for one of the regular courses that are taught in English. Discuss this option with your home advisor before your arrival. Be sure to have a few alternatives in mind just in case your first choice(s) is unavailable for any reason.

    Class size averages 30 students. Teamwork, small group projects and student participation are all highly encouraged by your professors. Homework is assigned regularly and, in order for you to qualify to take your final exam, your attendance in class is required al least 80% of the time (additional exams may be given throughout the semester).

    Credits: 3 credits each (3 class hours per week).
    Maximum credit load: 18 credits (6 courses) for Fall/Spring sessions.
    6 credits (2 courses) for Summer session.

  • Exchange students: those students that will participate in one of Tecnológico de Monterrey’s programs by applying through an existing exchange agreement between the student’s home university and Tecnológico de Monterrey. The student is required to pay tuition to his/her home university.
  • Independent students: those that will participate in one of Tecnológico de Monterrey’s programs by applying directly to Tecnológico de Monterrey. The student is required to pay tuition to Tecnológico de Monterrey.

ADMISSION REQUIREMENTS

Applying to Tecnológico de Monterrey – None- degree seeking International Program – is very simple, please determine the type of student you are, Exchange or Independent Student:

Exchange Students:
Students applying through an existing exchange between the student’s home university and Tecnológico de Monterrey, you must be nominated by your exchange program office or similar. In most of the cases, the student will pay tuition directly to their home university.*

Independent Students:
All those students applying directly to Tecnológico de Monterrey, no exchange program is needed. Students are required to pay tuition and services directly to Tecnológico de Monterrey.

EXCHANGE STUDENTS

Send by courier or express mail the following documents (Use DHL, UPS, FedEx, etc., please don’t use any regular mail).

  1. Tecnológico de Monterrey Admission Application Form. You will find this online CLICK HERE, or request it via email at: ip.mty@itesm.mx. You will require the approval of your study abroad advisor.
  2. Your most recent School Transcript with a minimum average of 80 (Mexican system) or GAP of 2.5 (USA system). Cases of average between 70 – 79 (GPA 2.0 – 2.5) will be considered at length.

INDEPENDENT STUDENTS

Send by courier or express mail the following documents (Use DHL, UPS, FedEx, etc, please don’t use any regular mail).

  1. Tecnológico de Monterrey Admission Application Form. You will find this online CLICK HERE, or request it via email at: ip.mty@itesm.mx
  2. Your most recent School Transcript with a minimum average of 80 (Mexican system) or GPA of 2.5 (USA system). Cases of average between 70 – 79 (GPA 2.0 – 2.5) will be considered at length.
  3. Letter of recommendation
    (From a professor or advisor who knows your class works well)
  4. A non refundable Admission Fee of 100 USD that can be paid on any of the following methods:
    • Check from a US bank or from an International Bank with a partner in th US (the name of the US bank has to be printed on the forehead part of the Check.
    • International Money Orders (Postal Money Orders are not accepted)
    • American Express traveler checks.
    • Note: Checks should be issue to ITESM

HOUSING PROGRAMS

If you wish to apply either to Host Family or Residence Halls, besides the Application Form, include the following:

Host Family Program

  • A short essay about family life style and habits.
  • A non – refundable check for 100 USD as Program Fee The balance of the total should be paid upon your arrival.
Residence Halls
  • A down payment for 450 USD, to secure your reservation. Once your down payment won’t be refunded, the balance should be paid upon your arrival
